Transparency Award Celebration and Reception. We urge you attend the Transparency in Government Celebration reception on Saturday night. The winner of our Transparency Award will be honored, Mobile City Councilperson Bess Rich, and our speaker for the evening is Kyle Whitmire, State Political Commentator, Alabama Media Group, who will discuss the importance of government transparency. There will be food and a cash bar. Gina Finnegan of the State Board is coordinator for the event and worked closely with a committee of Mobile leaguers to make the event special. Monthly Luncheon - "Family Perspective on Mental Illness". Ms. Connie Ewing, National Alliance on Mental Illness (NAMI) Teacher and Trainer will present "Family Perspectives on Mental Illness". Ms. Ewing became aware of NAMI after seeking professional help for a family member. In her words "There was a feeling of being all alone and not knowing what to do." She is a trained NAMI Basics teacher and serves as the Alabama state trainer for that program. She is a support group facilitator for families and has been actively involved with NAMI since 2009. Ms. Ewing also serves as the executive director of Survivors of Mental Illness (SOMI) a non-profit daytime mental health center in Mobile. Title: Prison Reform: Is There an Academic Consensus?

Scott Liebertz is an Assistant Professor of Political Science and Criminal Justice at the University of South Alabama, where he teaches several different courses, including Research Methods and Criminal Justice Administration. He has a bachelor's degree from the University of Notre Dame and received his Ph.D. from Florida State University in 2015 with concentrations in Public Policy and Comparative Politics. Dr. Liebertz's research focuses on criminal violence in Latin America and its affect on citizen attitudes toward democratic institutions. He also conducts empirical evaluations of social welfare policy and how it relates to crime. His writing appears in both academic journals and popular outlets such as the Journal of Policy Analysis and Management, The Hill, and First Things.

Tim Wills, Executive Director of Boys and Girls Club will talk about what a community can do to help our most at risk children. He works with numerous caring organizations in our community. It is likely that many may be interested in becoming involved with these groups to help more at risk children.

Tim: "In every community, boys and girls are left to find their own recreation and companionship in the streets. An increasing number of children are at home with no adult care or supervision. Young people need to know that someone cares about them.

Boys & Girls Clubs offer that and more. Club programs and services promote and enhance the development of boys and girls by instilling a sense of competence, usefulness, belonging and influence."

Monthly Luncheon. Please join the League of Women Voters of Mobile Wednesday, March 25, as we continue our focus on transparency in government with a presentation by Alabama Board of Education member Mary Scott Hunter. An elected member on the state school board since 2010, Ms. Hunter will discuss citizen access to board of education information and meetings, as well as opportunities for public participation with the state agency. This will be our third transparency-themed luncheon, with the first two focusing on the topic from the perspectives of a private citizen who fought for greater public access to a state agency and a University of South Alabama professor who studies local and state governance issues.

Ms. Hunter has championed Common Core, or College and Career Ready Standards, in Alabama education and will touch on that subject Wednesday. Ms. Hunter also focuses on workforce development, career technical education and STEAM, science, technology, engineering, arts and mathematics.

Prison Forum - Community Conversation. Everyone is invited to participate in a public forum on Alabama's prison overcrowding issue on December 1 at 6:00pm at the downtown Mobile office of AL.com, 18 S. Royal Street. The forum will be facilitated by the David Mathews Center for Civic Life and the Alabama Media Group.

Alabama's prison system is under stress. According to a report from the Justice Center at The Council of State Governments, Alabama's prisons are operating at nearly double capacity. Also, due to conditions in the prisons, the Southern Poverty Law Center has filed a lawsuit against the Alabama Department of Corrections. The consequences of not addressing the issue are significant. As the state moves forward, citizens must start working together to examine possible solutions.

The forum will give people an opportunity to weigh carefully the benefits and costs of different approaches to addressing this issue. A neutral moderator will facilitate the discussion, and all participants will receive a decision-making framework that was published on AL.com.

The forum is being co-convened by Leadership Mobile and League of Women Voters of Mobile, and food will be provided.

Monthly Luncheon. We are excited to present our November 19 luncheon speakers: State Rep. Randy Davis, Republican of Baldwin County, and Dr. Joe Reed, chairman of the Alabama Democratic Conference, two leaders in the argument over the fairness and legality of Alabama's new redistricting map.

This is a timely topic as the U.S. Supreme Court heard oral arguments on this issue yesterday. Legislative redistricting, when done properly, maintains fair representation by allowing different populations to elect political leaders who represent their interests. When done improperly + often by "cracking" or "packing" populations, so that they are either split up into many districts or crammed disproportionately into one district + it dilutes the vote of those populations.

The Democratic Party and the Legislative Black Caucus filed suit against the new redistricting map, claiming that it packs African Americans into super majorities so that their impact is diluted.

Democrats controlled redistricting for more than 100 years, and Republicans argue that they made changes that preserve the majority black districts and reflect population shifts. Rep. Davis worked as a member of the Permanent Legislative Committee on Reapportionment, which re-drew the legislative districts.

Their differing points of view are especially important for League members to hear and analyze as we examine ways to make our political processes fairer.

We are thrilled that two of the leaders in this important debate have agreed to present their viewpoints.
